1. GENERAL REGULATIONS

1.1. Sphere of application of the current Regulation.

This Regulation is applied during the International TV competition of young musicians "The Nutcracker" (hereinafter — the Contest).

1.2. The main objectives of the Contest

1.2.1. Popularization of children's musical creativity, identification and stimulation of young talented musicians, expansion of prospects of their further creative growth:

a) Admission to the best music schools;

b) Cooperation with leading music groups and conductors;

c) Participation in concerts and international festivals.

1.2.2. Drawing public attention to the issues of children's music education and upbringing.

1.2.3. Production of the TV program "International TV Contest of young musicians "The Nutcracker".

1.2.4. Creation of a positive image of the Organizer of the Contest.

1.3. Contest Organizer

The Organizer of the Contest is the branch of the Federal state unitary enterprise "All-Russian State Television and Radio Broadcasting Company" "State Television Company "TV Channel "Russia" (hereinafter-the Organizer).

1.4. Contest Nominations

The Contest is held in three music disciplines (nominations):

a) The piano;

b) The strings (violin, cello, harp, double bass);

c) The winds (except for the block flute) and percussion instruments.

1.5. Stages of the Contest

The Contest consists of a qualifying round (according to the video attached to the applications for participation in the Contest according to paragraph 7.2.1 of this Regulation) and three rounds of competitive auditions open to the public.

1.6. Participants of the Contest

The Participants of the Contest can become young musicians of the following age:

a) Up to thirteen years (included) in the disciplines of the piano, the strings, percussions;

b) Up to fourteen years (included) in the discipline of the winds.

The age of Participants is determined on the date of the first day of the first round of competitive auditions, that is, on the specified date, the Participant must not be fourteen and fifteen years old, respectively.

1.7. Basic terms used in the current Regulation.

1.7.1. The Contest – is an annual international Television competition for young musicians "The Nutcracker".

1.7.2. The Organizing Committee – a body, responsible for the preparation, control and coordination of the Contest, acting at all stages of the Contest on behalf of the Organizer.

1.7.3. The Qualification Committee – a group of specialists (professional musicians, people of art and culture), who conduct the qualifying round of the Contest on the videos submitted together with the applications for participation in the Contest.

1.7.4. The Jury – a group of specialists invited by The Organizing Committee of the Contest from among people of art and culture (including well-known musicians, performers and teachers) who evaluate the competitive performances of Participants of the Contest at the stage of competitive auditions.

1.7.5. The Executive Director – a person, appointed by the Organizer of the Contest in order to develop and improve the creative production process, so that to establish the most favorable conditions for its implementation, who participate in the organization and fruitful management of the Contest.

1.7.6. The Board of Trustees – the circle of persons approved by the Organizer on the introduction of the Executive Director, who support and promote the Contest and the Laureates, and provide recommendations to The Organizing Committee on the Contest and on other issues.

1.7.7. The Counting Commission – is a commission formed by The Organizing Committee in order to count votes according to the results of competitive auditions.

1.7.8. Application – an electronic form, issued by Applicants in order to state their intentions of participating in the Contest or in the cases specified in paragraph 7.2.5 hereof, issued by their legal representatives, on the website www.tvkultura.ru that includes as annexes the documents and materials in electronic form referred to in paragraph 7.2.1 of the current Regulation.

1.7.9. Applicant – a person, who has submitted an Application for participation in the Contest himself or by his legal representative, is subjected to the following age restrictions:

- to participate in the Contest in the disciplines like the piano, the strings (violin, cello, harp, double bass), the percussions the Applicant must not reach 14 years old;

- to participate in the Contest in the discipline like the winds (except for the block flute), the Applicant must not reach 15 years old.

The age of the Applicant is determined on the first day of the first round of competitive auditions.

1.7.10. Participant – an Applicant, whose Application for participation in the Contest has been accepted by The Organizing Committee in order to consider it in the qualifying round of the Contest (including participants of the auditions and participants who are not allowed to auditions according to the results of the qualifying round).

1.7.11. Participant of the competitive auditions – any Participant, admitted according to the results of the qualifying round to the stage of competitive auditions and attended competitive auditions.

1.7.12. Diploma winners – Participants of the second round of competitive auditions, not passed to the third round of competitive auditions.

1.7.13. Laureates – Participants of the third round of competitive auditions.

1.7.14. Winners – Laureates who receive First Prizes of the Contest.

1.7.15. Awards – prizes given to the Participants of the competitive auditions in Nominations of the Contest.

1.7.16. Sponsors – individuals and (or) legal entities who provide any form of financial, advertising, informative or any other kind of support for the Contest.

1.7.17. Date of the beginning of the Contest – the date of the draw procedure of the Participants of the competitive auditions (paragraph 7.4.8 of this Regulation).

2. THE ORGANIZER OF THE CONTEST.

2.1. The Organizer of the Contest carries out:

2.1.1. Planning of events for the Contest.

2.1.2. Planning and organization of the Contest advertising campaign.

2.2. The Functions of The Organizer of The Contest are:

2.2.1. Decision on the timing of the Contest.

2.2.2. Working out package of documents for the Contest.

2.2.3. Determination of the terms of arrangements of the Contest.

2.2.4. Appointment of The Organizing Committee by editing the relevant order.

2.2.5. Determination of the Executive Director of the Contest and establishment with him a contract of service.

2.3. The Organizer of the Contest has the right:

2.3.1. Require the contest Participants, members of the Organizing Committee, the Qualification Committee and the Jury to comply with all the conditions set forth by this Regulation.

2.3.2. Regulate and carry out audio, video, photo and television shooting at the events of the Contest, and use any of the materials about the Contest.

2.3.3. Involve third parties in order to ensure the conclusion and execution of contracts (agreements) with the Participants and members of the Jury, including the procedure of reimbursement of expenses for accommodation, transportation to the venue of the Contest, transfer of the exclusive right on execution.

2.4. The Organizer of the Contest refunds the costs of accommodation of nonresident Participants of the competitive auditions, as well as of one legal representative accompanying him, ensures participation in the Contest of the Symphony (or chamber) orchestra, and also ensures the possibility of conducting rehearsals by Participants before each round of the competitive auditions in which they participate.

2.5. The Organizer of the Contest does not refund for the accommodation in the hotel of the Participant of competitive auditions, who drops out according to the results of the current round of competitive auditions.

2.6. The Organizer of the Contest has the right to refund for travel expenses to the venue of the Contest and for accommodation of nonresident Jury members.

2.7. The Organizer of the Contest, if necessary, at the request of the Organizing Committee of the Contest, ensures free provision to the Participant of competitive auditions of concertmasters at rehearsals and at performances in competitive auditions.

2.8. In order to increase the social significance of the Contest, and to promote the effective functioning and improvement of the activities of the Organizing Committee of the Contest, the Organizer of the Contest may establish the Board of Trustees, which is formed on the proposal of the Executive Director from among well-known representatives of the cultural and intellectual community, who share main objectives of the Contest.

3. THE ORGANIZING COMMITTEE

3.1. Membership of the Organizing Committee

3.1.1. The membership of the Organizing Committee is approved by the Organizer of the Contest simultaneously with the decision on the timing of the Contest. Subsequently, the membership of the Organizing Committee can be changed by the Organizer at his own discretion.

3.1.2. The Organizing Committee consists of at least 8 (Eight) members. On the website www.tvkultura.ru contact information of the Organizing Committee is published in order that all parties concerned can appeal to him.

3.2. Functions of the Organizing Committee

3.2.1. Public announcement of the timing of the Contest, including the deadline for applications, dates of competitive auditions.

3.2.2. Decision on the membership of the Qualification Committee.

The decision on the membership of the Qualification Committee is taken at the meeting of the Organizing Committee, which should be attended by more than half of the Organizing Committee, and must be fixed in writing form in the protocol of the meeting of the Organizing Committee. Candidates for introduction to the Qualification Committee are presented by members of the Organizing Committee and the Executive Director.

The decision on the membership of the Qualification Committee is taken collectively, taking into consideration the views of all members of the Organizing Committee present at the meeting. In case of unsolvable disputes regarding the introduction of any candidate (s) to the Qualification Committee, the final decision on the introduction of the disputable candidate should be taken by the Organizer of the Contest.

The decision on the membership of the Qualification Committee of the Contest must be taken no later than 14 (Fourteen) calendar days before the deadline for submission of Applications.

3.2.3. Decision on the membership of the Jury.

The decision on the membership of the Jury is taken at the meeting of the Organizing Committee, which should be attended by more than half of the Organizing Committee, and must be fixed in writing form in the protocol of the meeting of the Organizing Committee. . Candidates for introduction to the Jury are presented by members of the Organizing Committee and the Executive Director.

The decision on the membership of the Jury is taken collectively, taking into consideration the views of all members of the Organizing Committee present at the meeting. In case of unsolvable disputes regarding the introduction of any candidate (s) to the Jury, the final decision on the introduction of the disputable candidate should be taken by the Organizer of the Contest.

The decision on the membership of the Jury is subject to approval by the Organizer of the Contest. The decision on the membership of the Jury must be taken by the Organizing Committee and approved by the Organizer of the Contest no later than 30 (Thirty) calendar days before the start Date of the Contest.

3.2.4. Coordination of work with media sponsors on the information campaign of the Contest.

3.2.5. Collection of Applications, verification of Applications for compliance with the conditions provided by this Regulation for registration, submission and completeness.

3.2.6. Registration of Participants of competitive auditions.

3.2.7. Coordination of work of the Qualification Committee and the Jury.

3.2.8. Organization of press conferences.

3.2.9. Organization and carrying out all activities of the Contest.

3.2.10. Ensuring the publication of the results of submission of Applications, the results of the qualifying round of the Contest, the results of the Contest, drafting and publication of the schedule of the Contest (competitive auditions, Opening and Closing Ceremonies) and other actions.

3.2.11. Implementation of actions aimed at ensuring public order in the course of the Contest and the safety of Participants, the Jury during all rounds of the Contest.

3.2.12. Adoption of other organizational decisions and implementation of other actions provided by this Regulation.

3.3. The Organizing Committee has the rights:

3.3.1. Refuse to accept the Application for participation in the Contest on the grounds of non-compliance with the conditions established by this Regulation.

3.3.2. Do not allow the Participant to further participation in the Contest for the reason of violation of its terms and conditions, as well as for providing false information.

3.3.3. In exceptional cases, the Organizing Committee has the right to increase the number of participants in the first round of the Contest, as defined in paragraph 7.4.9. of the current Regulation. Information about this is subject to publication on the website of the Contest.

3.3.4. Negate the results of the Contest in the nominations, where abusive activity on the part of the Jury has been detected.

3.3.5. Other rights provided by this Regulation.

3.4. Duties of the Organizing Committee

3.4.1. In accordance with the current Regulation correctly perform the functions assigned to the Organizing Committee.

3.4.2. Establish equal conditions for all Participants.

3.4.3. Ensure the openness of the Contest.

3.5. Responsibility of the Organizing Committee

3.5.1. The Organizing Committee is responsible for:

a) Violation of terms of the current Regulation, of rules and procedures of the preparation and conduction of the Contest;

b) Compliance with the timing of the Contest;

c) Informative support of the Contest.

4. THE EXECUTIVE DIRECTOR OF THE CONTEST

4.1. The Executive Director is performing guidance of the Contest during the period before the Organizing Committee of the Contest is formed.

4.2. The Executive Director is appointed to the position by the Organizer of the Contest. The Organizer of the Contest concludes an agreement with the Executive Director for the provision of services, defining the specific conditions, responsibilities and functions of the Executive Director.

4.3. The functions of the Executive Director enclose the organization of work and effective cooperation of all types of personnel (artistic, administrative and technical staff) in order to prepare and conduct the Contest, participate in negotiations with representatives of rehearsal and film sets, represent the Contest on international level, communicate with representatives from European organizations who hold international music competitions.

5. THE QUALIFICATION COMMITTEE OF THE CONTEST.

5.1. Membership of the Qualification Committee

5.1.1. The Qualification Committee of the Contest is formed by the Organizing Committee from among individuals with professional experience and knowledge in the musical field.

5.1.2. The number of members of the Qualification Committee is determined by the Organizing Committee of the Contest and there must be at least 3 (Three) members with relevant professional knowledge, who listen to all Participants in each discipline. The membership of the Qualification Committee is approved at the meeting of the Organizing Committee in accordance with paragraph 3.2.2 of the current Regulation.

5.1.3. Members of the Qualification Committee of the Contest are notified about the beginning of their work three working days prior to the certain date.

5.2. Rights and obligations of members of the Qualification Committee

5.2.1. The Qualification Committee of the Contest carries out primary expert evaluation of the submitted videos of the participants for their compliance with the objectives of the Contest. Each video of the participants is evaluated by all members of the Qualification Committee according to the following criteria:

a) Acting skills (Execution)

b) Originality of the performance;

c) The repertoire;

d) Artistry;

e) Stage culture;

f) Musical sense

5.2.2. According to the results of the evaluation, the Qualification Committee determines the rating of each Participant and hands the list of Participants in each nomination in descending order of the rating to the Organizing Committee.

5.2.3. The members of the Qualification Committee of the Contest have the right to recommend to the Organizing Committee to disqualify the Participant for failure to meet the conditions of the Contest, and for providing false information.

5.2.4. Members of the Qualification Committee must:

a) Strictly observe the confidentiality of the information provided by the Participant;

b) Never disclose information about their work on the selection of Participants.

5.3. Members of the Qualification Committee are responsible for violation of the terms of the Contest Regulation, rules and procedures of the preparation and conduction of the Contest.

6. THE JURY OF THE CONTEST

6.1. In the work, the Jury is guided by the objectives of the Contest, as well as by this Regulation.

6.2. The jury is formed by the Organizing Committee of the Contest from among people of art and culture, including well-known musicians, performers and teachers who carry out their activities in the Jury on a contractual basis. More than half of the Jury members must be from foreign countries.

6.3. Participants of competitive auditions in each of the three disciplines (nominations) in the first and second rounds of competitive auditions are evaluated by a separate Jury. Each Jury should consist of not less than 3 (three) members. To evaluate the Participants in the third round of the Contest all members of the Jury unite in one Grand Jury (at least 9 members).

6.4. The membership of the Jury is due to be published on the website www.tvkultura.ru

6.5. On the basis of the Jury's assessments in the first round of competitive auditions, the Participants are selected for the second round. On the basis of the Jury’s assessments in the second round the Participants are selected for the third round. In the third round of the competitive auditions, the Grand Jury determines the places (first, second, third) of the Laureates.

6.6. The work of the Jury is based on the equality of all its members and the publicity of its activities. Any person has the right to request a document regulating the work of the Jury.

6.7. The working procedure of the Jury

In the first and second rounds of competitive auditions, the Jury evaluates the performances of the participants openly giving the points after each performance.

Members of the Jury may, at the request of the Master of Ceremony or on their own initiative, comment on the performances of the Participants.

In the third round of competitive auditions, each of the members of the Grand Jury determines the Laureates of the Contest in written form (in individual voting papers). Each member of the Grand Jury rates the Participants of the third round in each of the three nominations in places (first, second, third), otherwise the results of voting by this member of the Jury will be canceled. The results of all voting lists of the Grand Jury members are summed up and announced immediately after the performance of all Participants of the third round during the award ceremony.

Counting of votes is carried out by the Counting Commission, the membership of which is determined by the Organizing Committee.

6.8. Decisions of the Jury are fixed in the protocols. The protocols of the Jury are in Russian and in English and are kept safe by the Organizer of the Contest. Legal storage period is established in accordance with the List of managerial archival documents generated in the course of activities of state bodies, local governments and organizations, with the terms of storage approved by the Order of the Ministry of Culture of the Russian Federation from 25.08.2010 № 558.

Registration of the protocols specified in this paragraph is carried out by members or one of the members of the Organizing Committee. The Organizing Committee also has the right to determine another person who carries out the registration of protocols.

6.9. The decisions of the Jury are final and are not subject to revision.

6.10. The performances of the participants are evaluated by the Jury according to the following criteria:

a) Acting skills (Execution)

b) Originality of the performance;

c) The repertoire;

d) Artistry;

e) Stage culture;

f) Musical sense

g) Compliance with the terms of the Contest.

6.11. The Jury has the right:

6.11.1. Award diplomas and the title of Laureates of the Contest.

6.11.2. Interrupt the performances of the participants of the competitive auditions if they violate the established time limit.

6.11.3. Do not award all the prizes.

7. PROCEDURE AND TERMS OF ARRANGEMENTS OF THE CONTEST.

7.1. Announcement of the Contest.

7.1.1. The beginning of the Contest, the deadline for submission the Applications for participation and the dates of competitive auditions are announced by the Organizing Committee on the website www.tvkultura.ru.

7.1.2. Information about the current Contest is published in the Media – information sponsors of the Contest, on the RUSSIA-KULTURA Television Channel, on the website in the informative telecommunication network Internet: www.tvkultura.ru

7.1.3. On the site www.tvkultura.ru the Organizing Committee publishes the current Regulation, which contains the terms of participation in the Contest.

7.1.4. The Applicant has the right to apply for participation in the Contest on any musical discipline within the deadline for submission of Applications announced by the Organizing Committee of the Contest.

7.2. Application for participation in the Contest.

7.2.1. Anyone wishing to participate in the Contest may submit an Application in electronic form established by the Organizing Committee at: www.tvkultura.ru.

The following documents and content (items) are attached to the Application for participation in the Contest in electronic form (hereinafter – Documents):

a) A copy of the applicant's birth certificate or passport certified by the educational institution where the Applicant is studying;

b) A brief biography of the Applicant with information about participation in other competitions (indicating the exact name, year and place of the competition, the result), as well as information about hobbies and the most interesting events in the creative life of the applicant. Not more than 500 characters (with spaces). Use of abbreviations of words is not allowed;

c) Video of the Applicant's performances;

d) Photo of the Applicant;

e) The program for three rounds of competitive auditions with full names of authors, exact names of works, numbers of works, numbers of parts, and also timing of each work.

The application can be submitted in Russian or in English.

7.2.2. Submission of an Application for participation in the Contest is considered as unconditional acceptance of the terms of this Regulation and their acceptance. From the moment of submission of the Application, the terms of the Regulation become for Applicants (and subsequently Participants) a legally significant agreement defining the rights and obligations of these persons related to the organization and conduct of the Contest.

7.2.3. Laureates of the First prize of the previous Contests cannot take part in the current Contest on the same musical instrument.

7.2.4. The Organizer of the Contest, the Organizing Committee of the Contest, as well as other persons authorized by the Organizer of the Contest, are not responsible for non-delivery, including within the prescribed period, from Applicants of Applications and/or Documents, for technical or other reasons beyond the control of the Organizer of the Contest, as well as for failure (untimely execution) by Applicants and Participants of the terms of this Regulation.

7.2.5. The application on behalf of the Applicant who has not reached fourteen years of age at the time of its submission is submitted by his legal representative.

7.2.6. The application and Documents must be sent to the Organizer of the Contest in the way prescribed by this Regulation before the expiration of the deadline for submission of Applications fixed by the Organizing Committee. The time and the date of application are considered the date and Moscow time of obtaining of the electronic message with the Application on the Organizer's server.

7.2.7. Applications sent after the deadline for submission of Applications are not considered by the Organizing Committee.

7.2.8. Before the deadline for applications, the Applicant or, in the cases specified in paragraph 7.2.5. of the Regulation, his legal representative, may introduce amendments to the Application by re-sending new completed application form.

7.2.9. Re-filled application forms sent after the deadline for submission of Applications are not considered by the Organizing Committee.

7.2.10. The Applicant or, in the cases specified in p.7.2.5. of the current Regulation, his legal representative, has the right to withdraw the Application for participation in the Contest, notifying the Organizing Committee before the end of consideration of Applications in the qualifying round of the Contest.

7.3. Consideration of Applications for participation in the Contest (Qualifying round)

7.3.1. Applications are checked for compliance with the terms of the Contest by the Organizing Committee.

7.3.2. After checking the Applications and attached Documents, the Organizing Committee of the Contest carries out their registration, after which the Application is considered accepted by the Organizing Committee.

7.3.3. Applicants who have not filled completely the Application form or have not attached all the Documents are not allowed to participation in the Contest. In this case, the Organizing Committee has the right to inform the Applicant about the drawbacks in the received Application and/or Documents, and the Applicant has the right to eliminate all drawbacks no later than the deadline for submission of Applications.

7.3.4. Applications which Applicants have not filled correctly or have not attached all the Documents on the day following after the end of the application deadline shall be deleted by the Organizing Committee of the Contest. The Organizing Committee has the right not to explain the reasons why the Applicant is not allowed to participation.

7.3.5. The Organizing Committee of the Contest gives to the Qualification Committee the videos of the Participants of the qualifying round for viewing and evaluation.

7.3.6. The Qualification Committee evaluates the videos of Applicants by a 10-point scale.

7.3.7. The Qualification Committee of the Contest after viewing the video performances of all Participants of the qualifying round and their evaluation determines 48 (Forty-eight) Participants (16 (Sixteen) Participants in each of the three nominations (disciplines) of the Contest). The Qualification Committee recommends them to the Organizing Committee for admission to further participation in the Contest. The Qualification Committee provides the Organizing Committee with a list of all Participants of the qualifying round, arranged in descending rate according to their points.

7.3.8. Recommendations of the Qualification Committee on the admission of Participants to further participation in the Contest are approved by the Organizing Committee.

7.3.9. Participants allowed to participate in the competitive auditions receive an official invitation of the Organizing Committee of the Contest in electronic form with the date of arrival at the Contest.

7.3.10. The applicant who has received an invitation to participate in the competitive auditions from the Organizing Committee is obliged to confirm the delivery and within five working days to confirm his participation in the competitive auditions by sending an email to the Organizer of the Contest. The absence of the confirmation letter is considered by the Organizing Committee as a refusal to participate further.

7.3.11. Documents, photos and other materials attached to the Applications, will not be returned to participants.

7.3.12. Participants admitted to further participation in the Contest at the end of the qualifying round should provide the Organizing Committee with a copy of their birth certificate or passport certified by the educational institution.

7.3.13. If one (or more) of the participants admitted to the first round of the competitive auditions is not able to take part in the competitive auditions (or refuses to participate), the Organizing Committee may allow for participation any among the remaining applicants, scored the most points on the results of the qualifying round.

7.3.14. The names of the Participants of the qualifying round admitted to further participation in the Contest (at the stage of competitive auditions) and confirmed their participation are published on the website www.tvkultura.ru

7.3.15. The participants of the qualifying round, admitted to further participation in the Contest, must provide scores and orchestral voices of works performed with the orchestra in the third round of competitive auditions. The musical material should contain notes about possible reductions and should be handed to the Organizing Committee no later than the day of opening of competitive auditions.

7.3.16. Participants admitted to the stage of competitive auditions, who arrive to participate, but refuse later on, are disqualified from participation in the Contest.

7.4. Competitive auditions

7.4.1. Competitive auditions are public and consist of three rounds. Competitive auditions are held in Moscow, the place of competitive auditions is determined by the Organizing Committee in concurrence with the Organizer of the Contest. Information about the venue of the auditions is published on the website www.tvkultura.ru

7.4.2. In each round, the Participant performs by heart a solo program that does not repeat the program of the previous (and/or previous) round (s), except for the qualifying round.

7.4.3. The solo program of the first round of competitive auditions should include two diverse works or one consisting of two contrasting parts. The program of the first round is performed solo or with a concertmaster.

7.4.4. The program of the second round of competitive auditions must include one or more works at the choice of the Participant. The program of the second round is performed solo or with a concertmaster.

7.4.5. In the final – third round of competitive auditions, Participants perform musical works accompanied by an orchestra.

7.4.6. The duration of the competitive program of the Participant of competitive auditions in each round should be not less than 5 (Five) and no more than 7 (Seven) minutes.

7.4.7. Participant of competitive auditions must perform the program indicated in the Application. Alternations to the participant's program are allowed in exceptional cases with the permission of the Organizing Committee.

7.4.8. Before the beginning of competitive auditions, a draw is held separately for all musical disciplines, which determines the order of presentation of the participants in competitive auditions throughout the Contest.

7.4.9. No more than 16 (Sixteen) Participants in each of the three disciplines (nominations) are allowed to participate in the first round of competitive auditions.

7.4.10. In the second round of competitive auditions 8 (eight) Participants in each of the three disciplines (nominations) take part.

7.4.11. In the third and final round of competitive auditions 3 (three) Participants in each of the three disciplines (nominations) are allowed.

7.5. Summing up the results of the Contest and the Award Ceremony

7.5.1. The organization of the Award Ceremony is the responsibility of the Organizing Committee.

7.5.2.. The official announcement of the winners and Laureates of the Contest at the end of the third round of competitive auditions, grand diplomas and prizes distribution may be carried out by members or one of the members of the Organizing Committee and/or members of the Jury.

8. CONTEST AWARDS

8.1. The main Awards of the Contest (in each of the three disciplines (nominations) are:

1 prize – "Golden Nutcracker»;

2 prize – "Silver Nutcracker»;

3 prize – "Bronze Nutcracker".

The main prizes of the Contest are figures made in the form of the Nutcracker character from Ernst Hoffman's fairy tale "the Nutcracker and the Mouse King". Each figure has the inscription: "Golden Nutcracker", "Silver Nutcracker", "Bronze Nutcracker", corresponding to the three main awards.

Each Participant of the first round, who left the Contest after the first round of competitive auditions, receives a Diploma of the Participant.

Each Participant of the second round, who left the Contest after the second round of competitive auditions, receives Contest Diplomas and prizes.

All Participants of the Contest, who passed into the third round, are awarded Laureate Diplomas.

Teachers and concertmasters of the Laureates will get Contest Diplomas.

8.2. Additional Awards of the Contest

The Organizing Committee has the right to establish and award special prizes to the Participants of the Contest. That is announced additionally.

The establishment of special awards and prizes for Participants of the Contest by organizations, associations, enterprises of various forms of ownership, the media, outstanding people of culture and art, is made in concurrence with the Organizing Committee of the Contest.

8.3. Winners and/or Laureates of the Contest may be invited to participate in concerts organized by the Organizer of the Contest, as well as partners of the Contest – public organizations and charitable foundations, and in other events according to paragraph 9.2.8. of the current Regulation.

8.4. Laureates of the Contest, after it’s finished, within 30 (thirty) calendar days sign a contract with a person determined by the Organizing Committee from among people of art and culture with significant experience and knowledge in the musical field (hereinafter – the Tutor), in order to promote further creative development and growth of the Laureate. The Tutor takes up responsibility to organize Laureate’s participation in various competitions and TV projects, and the Laureate has to participate in the competitions and television projects proposed by the Tutor and to perform other activities aimed at such participation. The Laureate is obliged not to take part in competitions, television projects, which are suggested by third parties but not the Tutor.

The Tutor can give recommendations to the Laureate in relation to his creative activity, make proposals for the participation of the Laureate in special educational programs, concerts and music festivals. The Tutor can advise the Laureate to cooperate with leading musical groups and conductors, to attend trainings, and the Laureate must take into account the recommendations of the Tutor, if there is an actual opportunity to participate in the events proposed by the Tutor. The agreement is set for a period of three years, the detailed terms are determined at the conclusion of the contract.

If at the time of signing of the agreement specified in this paragraph the Laureate has not reached fourteen years, the agreement should be signed by his legal representative.

9. RIGHTS AND OBLIGATIONS OF THE PARTICIPANTS

9.1. The Rights of Participants of the Contest:

9.1.1. Promptly receive information about the terms and procedure of the Contest.

9.1.2. Contact the Organizing Committee in order to clarify the terms of the current Regulation.

9.1.3. Independently select and represent for performance any music work – for the competitive program.

9.1.4. To perform at competitive auditions (in case of admission of the Participant to the competitive auditions) with his own or provided by the Organizer of the Contest concertmasters, as the Participant must specify in his Application.

9.1.5. To receive prizes and awards in case of a recognition as a Laureate or the Winner of the Contest.

9.2. Duties of Participants

9.2.1. Participants of the Contest are obliged to comply with the terms provided by this Regulation.

9.2.2. Upon arrival at the stage of competitive auditions and prior to the beginning of the draw procedure, the Participants make an agreement with the Organizer of the Contest or any third party, determined by the Organizer of the Contest, on the alienation of the exclusive right to execution. If at the time of conclusion of the agreement the Participant has not reached fourteen years of age, the agreement should be signed by his legal representative.

9.2.3. The Participant or his / her legal representative, if the Participant has not reached fourteen years of age, should grant the Organizer or a third party determined by the Organizer in written form permission for use of personal data and image to the extent provided for in paragraph 10.3 – 10.4 of this Regulation.

9.2.4. Foreign Participants of competitive auditions and accompanying persons must obtain passports and visas to enter the territory of the Russian Federation in order to participate in the auditions.

9.2.5. The Participants of competitive auditions provide the score and orchestral parts for the performance in the third round of competitive auditions.

9.2.6. The Participants of competitive auditions perform their program by heart.

9.2.7. Diploma winners and Laureates of the Contest are obliged to indicate in their creative biography, as well as in any promotional materials, press releases and other informative and reference materials about their musical activities that they have the appropriate title of Diploma or Laureate of the Contest.

9.2.8. At the invitation of the Organizing Committee of the Contest, the Laureates of the Contest must take part in the Opening and/or Closing Ceremony of the Contest held in the year following the year of the Contest in which the Laureates took part, according to the program of such Ceremony.

Also, the diploma Winners and/or the Winner of the Competition are obliged to take part in concert events, as well as TV programs, interviews and other events held by the Organizer and/or television shooting of which is carried out by the Organizer, including events that promote (advertise) the Competition and the Organizer (its activities).

9.3. Responsibility of Participants

9.3.1. Contest Participants are responsible:

- For violation of the requirements for the accuracy of the information specified in the Application;

- For failure to comply with the terms and rules established by this Regulation.

9.3.2. For violations mentioned above, the Organizing Committee may disqualify the Participant. This fact is recorded by the relevant Protocol. The Participant of the Contest is notified in written form of the deprivation of his / her right to participate.

10. EXCLUSIVE RIGHT. INTELLECTUAL PROPERTY

10.1. The Organizer of the Contest has full and complete exclusive right to the name of the Contest and its events.

10.2. TV shooting of all events of the Contest is carried out by the Organizer of the Contest.

10.3. Participants, acting independently or through their legal representatives, alienate the Organizer of the Contest (or a third party determined by the Organizer of the Contest) the exclusive right of their performances on the Contest full and complete.

Participants of the Contest, acting independently or through their legal representatives, give permission to the Organizer of the Contest to use their images and personal data in full and/or partially, including those obtained during the Contest, activities in accordance with paragraph 9.2.8. of this Regulation and/or under other circumstances, in any form and in any way not contrary to the law, without limitation of the term and territory of use, with the right to issue permits for their use by any third party, including for the creation of audiovisual works and other results of intellectual activity, including the announcement and advertising of the Competition, the Organizer, products and activities of the Organizer of the Competition.

10.4. The Organizer of the Contest in accordance with Art. 1317 of the Civil Code of the Russian Federation has the exclusive right to record performances of Participants of the Contest

created during the event in accordance with p. 9.2.8. of this Regulation and in other circumstances, in full, including separate use of sound or image recorded in an audiovisual work.

The Organizer of the Contest has the right to use images and personal data of the contest Participants in full and/or partially, including those obtained during the Contest, as well as activities in accordance with paragraph 9.2.8. and/or under other circumstances, in any form and in any way are not contrary to the legislation of the Russian Federation, without limitation of the term and the territory of use, with the right to issue permits for their use by any third party, including the creation of audiovisual works and other results of intellectual activity, including those created for the announcement and advertising of the Contest, the Organizer, products and activities of the Organizer of the Contest.

10.5. The contest Participants (their legal representatives) guarantee that they have all necessary agreements with the authors of works performed by Participants within the framework of the Contest program, providing for the right to public performance of the works, their recording and further use of the recording by the Organizer of the Contest without any restrictions.

11. CONTEST FUNDING

11.1. Financing of the Contest is carried out by the Organizer of the Contest at the expense of funds accumulated by himself for the Contest, including sponsorship.

11.2. All decisions related to the payment the costs of the Contest should be taken by the Organizer of the Contest independently. In this case, the Organizing Committee has the right to submit its proposals to the Organizer of the Contest.

11.3. The entry fee for the Participants of the Contest is not established.

11.4. Nonresident Participants of competitive auditions, as well as their accompanying legal representatives (one for each Participant) are provided with hotel accommodation. Days of stay in the hotel is determined by the date of arrival to the Contest (p. 7.3.9. of this Regulation) and the date following the day of the end of participation in the Contest (taking into consideration the time of check-in and check-out, established by the hotel).

12. TV PROGRAMME AND BROADCASTING

12.1. The Organizer of the Contest has full and complete exclusive rights for television and/or Internet broadcasts, video, photographs, recordings of all auditions, Opening and Closing Ceremonies of the Contest.

Any use of these results of intellectual activity without the consent of the Organizer of the Contest is illegal, violating the rights of the Organizer of the Contest.

12.2. The course of the Contest is covered by series of special programs on the RUSSIA-KULTURA Television Channel.

12.3. Broadcasting of all competitive rounds, Opening/Closing Ceremonies of the Contest is carried out on the website of RUSSIA-KULTURA Television Channel – www.tvkultura.ru

13. SPONSORSHIP

Relations with the Contest sponsors are regulated by separate agreements between the Organizer of the Contest and the Sponsor.
