According to internet users, the protagonist of the video is Magomed Razakov, ex-Chief of Support Service of Makhachkala.

 

However, he is unlikely to be punished. The police said that the video had been made even before he was fired last year. But those who were partying with him in the office may get into serious trouble. The senior staff believes it inadmissible to hold parties with spirits inside a police station.
